The Story Behind PPAC
PPAC was founded to address a growing challenge: making workforce verification more secure, efficient, and reliable. In 2013–2014, workforce onboarding and verification often relied on manual, paper-based processes. During this time, PPAC founder Dean Tuhey witnessed how even thorough checks could fail to identify fraudulent worker documents. This experience highlighted the limitations of traditional verification methods. Organisations needed a more secure and efficient way to verify worker identity, check Right to Work eligibility, and maintain confidence in workforce compliance. Drawing on years of experience in the labour hire sector, Dean understood the challenges organisations face when onboarding workers at scale. Complex requirements, time-sensitive checks, and administrative processes can delay onboarding and increase compliance risks.
Recognising the potential of technology to transform workforce compliance, Dean set out to build a solution designed specifically for the construction industry. In 2016, PPAC was founded with a clear mission: to simplify workforce compliance through intelligent technology, making onboarding faster, verification more accurate, and compliance easier to manage. Combining industry expertise with digital innovation, PPAC helps contractors and workforce providers verify workers with confidence while reducing administrative burden. Today, PPAC continues to support organisations across industries with workforce verification solutions designed to improve efficiency, strengthen compliance and support safer working environments Built by people who understand construction, PPAC remains committed to its founding mission: making workforce verification faster, safer, and simpler for everyone on site.
